For some time CORI Justice Commission has highlighted the inequity which certain 

tax incentive schemes and tax exemptions schemes produce in the tax system.

We believe that reforming these tax breaks is long overdue and is a necessary part of 

building a fairer taxation system.2

Below, we outline the background to our views on 

this issue before setting out a series of proposals to reform the system
